1. Urgency of the topic
Theoretical thinking capacity is the combination of intellectual
qualities of the subject that meet requirements on detection, quick,
sensitive and proper acquisition towards reality at theoretical level,
thereby working out specific, sharp, creative and practical proposals
and contributing to improving perception and practice efficiency of
people. The development of theoretical thinking capacity is the overall
outcome of interaction among many factors with different positions.
However, these factors contribute to governing the existence and
development of theoretical thinking capacity.
Theoretical thinking capacity plays an important role in
perception and practice, especially for lecturers; serves as a sharp
weapon in lecturing and scientific research of lecturers. Such capacity
is shown in the ability to grasp nature and soul of Marxism-Leninism,
Ho Chi Minh Ideology, strategies of the Communist Party of Vietnam,
policies and laws of the State of Vietnam in the relationship with their
tasks as well as the ability to grasp reality and define optimal
orientation and solutions to solve the problems arising from reality
and from task implementation. In fact, theoretical thinking capacity of
lecturers is a value that orientates their perception and practice.
Together with grasping revolutionary theory, lecturers should know
how to adopt, concretize such theoretical system into their lectures
with quality.

INTRODUCTION
1. Urgency of the topic
Theoretical thinking capacity is the combination of intellectual
qualities of the subject that meet requirements on detection, quick,
sensitive and proper acquisition towards reality at theoretical level,
thereby working out specific, sharp, creative and practical proposals
and contributing to improving perception and practice efficiency of
people. The development of theoretical thinking capacity is the overall
outcome of interaction among many factors with different positions.
However, these factors contribute to governing the existence and
development of theoretical thinking capacity.
Theoretical thinking capacity plays an important role in
perception and practice, especially for lecturers; serves as a sharp
weapon in lecturing and scientific research of lecturers. Such capacity

policies and laws of the State of Vietnam in the relationship with their

and from task implementation. In fact, theoretical thinking capacity of
lecturers is a value that orientates their perception and practice.
Together with grasping revolutionary theory, lecturers should know
how to adopt, concretize such theoretical system into their lectures
with quality.
Over the past years, encouraging achievements have been seen
in improvement of theoretical thinking capacity of lecturers at cadre
training institutions; adopting the soul of Marxism-Leninism, Ho Chi
Minh Ideology, strategies of the Communist Party of Vietnam,
policies and laws of the State of Vietnam has been carried out
regularly. However, lecturers at cadre training institutions are
recruited with different majors. There remain many lecturers without
political theoretical training. Therefore, in their lectures, there remain
some limitations such as dogmatism and lack of practical experience.
As lecturers at cadre training institutions, trainees have worked at
State agencies and have many practical experiences. Hence, in order
to meet lecturing quality, lecturers must possess certain levels of
professional qualifications and theoretical thinking capacity.
Therefore, it is quite necessary to improve theoretical thinking
capacity of lecturers at cadre training institutions. The research on

training institutions in Vietnam today” title is of both theoretical and
practical significance today.
2. Target and mission of the thesis
– Target of the thesis: Based on clarifying theoretical thinking
capacity and analyzing actual improvement of theoretical thinking
capacity of lecturers at cadre training institutions, the thesis proposes
main solutions to improve theoretical thinking capacity of these
lecturers in Vietnam today.
– Mission of the thesis:
+ Summarizing the research on theoretical thinking capacity of
lecturers at cadre training institutions in Vietnam.
+ Clarifying theoretical base on improvement of theoretical
thinking capacity for lecturers at cadre training institutions.
+ Surveying and evaluating actual improvement of theoretical
thinking capacity of lecturers at cadre training institutions in Vietnam
today.
+ Proposing solutions to improving theoretical thinking capacity
of lecturers at cadre training institutions in the coming time.
3. Subject and scope of the study
– Subject of the study: The thesis focuses only on improvement
of theoretical thinking capacity of lecturers at cadre training
institutions in Vietnam today.
– Scope of the study: The thesis focuses only on surveying
theoretical thinking capacity of lecturers at cadre training institutions:
Ho Chi Minh National Academy of Politics; Cadre Training
Institution, Le Hong Phong Cadre Training Institution in Hanoi city
from 2012 up to now.
4. Theoretical base and methodology
– Theoretical base of the thesis is the system of viewpoints of
Marxism-Leninism, Ho Chi Minh Ideology, strategies of the
Communist Party of Vietnam, policies and laws of the State of
Vietnam, of the industry and scientific documents related to the
research to build up theoretical base for the thesis title.
– Methodology: The thesis employs the methodology of
dialectical materialism and historical materialism. Besides, the thesis
also adopts practical research methods such as sociological survey,
statistics, comparison, information collection and processing.

5. New contribution of the thesis
The thesis contributes to clarifying the viewpoint of theoretical
thinking capacity and improvement of theoretical thinking capacity of
lecturers at cadre training institutions; characteristics, structure,
content and evaluation criteria of theoretical thinking capacity of
lectures at cadre training institutions; analyzing and evaluating actual
theoretical thinking capacity of lecturers at cadre training institutions
in the 2012-2016 period. On that basis, the thesis proposes solutions to
improving theoretical thinking capacity of lecturers at cadre training
institutions in Vietnam today.
6. Theoretical and practical significance of the thesis
Research findings can be used as reference for making strategies
and plans for training lecturers at cadre training institutions in
Vietnam in the presence and in the future.
7. Structure of the thesis
Besides the introduction, conclusion and reference list, the thesis
contains 4 chapters and 11 sections.

Chapter 1
OVERVIEW OF RESEARCH
1.1. THEORETICAL THINKING CAPACITY AND ITS ROLE TOWARDS
LECTURERS
In Vietnam, thinking, theoretical thinking and its role in general
and for lecturers in particular, have received attention from many
leaders of the Communist Party and the State of Vietnam as well as
army and scientists; especially from the 12th National Congress of the
Communist Party of Vietnam. Many scientific works, magazines,
theses, summary records and scientific seminars in this field have
been published, typically “Renovation of theoretical thinking in
socialism through reality in Vietnam” by Nguyen Duc Tai; “Role of
Marxist-Leninist philosophy in renovation of theoretical thinking in
Vietnam today” by Le Van Quang; “Renovation of theoretical
thinking – a breakthrough in the renovation cause of the Communist
Party of Vietnam” by Tran Sy Phan; “Renovation of theoretical
thinking of the Communist Party of Vietnam from 1986 to now” by Ho
Chi Minh National Academy of Politics; “Role of theoretical thinking
towards quality improvement of young lecturers” by Vu Van Ban;
“Improvement of theoretical thinking capacity of Marxist-Leninist
theory lecturers at Provincial Political Schools” by Nguyen Dinh
Trai.
1.2. IMPROVEMENT OF THEORETICAL THINKING CAPACITY OF
LECTURERS IN VIETNAM TODAY

1.4. OVERVIEW OF FINDINGS FROM RELATED SCIENTIFIC WORKS
AND FURTHER MAIN RESEARCH ORIENTATIONS
1.4.1. Overview
Initially, the author generalizes basic achievements of the above
scientific works as follows: First, whether using theoretical or
practical approach, the above scientific works have studied and
reflected theoretical thinking and theoretical thinking capacity
variedly and comprehensively; Second, they have analyzed role and
principle of renovation and improvement of theoretical thinking;
especially for key leaders at district level and provincial level and
lecturing by political theoretical lecturers; Third, based on profound
awareness of the role of theoretical thinking, some scientific works
have demonstrated viewpoint, role, establishment and development of
lecturers at training institutions; Fourth, most of them have studied
and evaluated actual theoretical thinking capacity of key leaders at
district level and provincial level; Fifth, depending on various
approaches, the authors have pointed out orientation and discussed
basic conditions for establishment and development of theoretical
thinking capacity, viewpoint and orientation of the Communist Party
of Vietnam and the State of Vietnam on renovation of theoretical
thinking capacity in Vietnam in the context of international
integration, pointed out opportunities and challenges in the renovation
and improvement of theoretical thinking in Vietnam.

1.4.2. Main orientations for further research
Inheriting theoretical and practical values as well as finding from
researches done by other authors and scientists, the author continues
deepening the following issues: First, presenting overall theoretical
base on improvement of theoretical thinking capacity of lecturers at
bridges; Second, surveying and evaluating actual improvement of
theoretical thinking capacity of lecturers at bridges under the Ministry
of Home Affairs today; Third, proposing solutions to improving
theoretical thinking capacity of lecturers at bridges in the coming
time.
Chapter 2
IMPROVEMENT OF THEORETICAL THINKING CAPACITY
OF LECTURERS AT CADRE TRAINING INSTITUTIONS IN
VIETNAM TODAY – SOME BASIC THEORIES
2.1. THEORETICAL THINKING CAPACITY – CONCEPT AND BASIC
CHARACTERISTICS
2.2.1. Nature of theoretical thinking, theoretical thinking
capacity
Theoretical thinking is the thinking at the highest level of
perception of humans, which plays an important role in perception and
in guiding practical activities of humans. It is based on principle of
dialectical materialism methodology and logical thinking acts to grasp
natural connection, find out intrinsic motion laws concealed in
perception object, thereby creating thinking models in accordance
with objective reality that guides reality more effectively.
Theoretical thinking capacity is the combination of intellectual
qualities of the subject that meets requirements on detection, quick,
sensitive and proper acquisition towards reality at theoretical level,
thereby working out specific, sharp, creative and practical proposals
and contributing to improving perception and practice efficiency of
people.
2.2.2. Factors affecting theoretical thinking capacity
First, the nature of thinking subject; Second, training and self-
training and self-improvement process; Third, socioeconomic, socio-
political environment; Forth, practical activity; Fifth, demand and
interest; Sixth, factors of social existence.
2.2. ROLE AND CONTENT OF IMPROVEMENT OF THEORETICAL
THINKING CAPACITY OF LECTURERS AT CADRE TRAINING INSTITUTIONS IN
VIETNAM

2.2.1. Characteristics of lecturers at cadre training
institutions
2.2.2.1. Natural of cadre training and improvement at cadre
training institutions
According to the author, training can be defined in two ways:
First, training not only performs tasks of national education –
conducting training at intermediate, college, graduate and
postgraduate levels but also updates information, equips working
skills and methods to cadres; Second, training is an integral term, a
regular activity of cadre managers and users in order to update
knowledge, equip working skills and methods to cadres.
2.2.2.2. Structure and standard of lecturers at cadre training
institutions
In terms of structure of lecturers at cadre training institutions.
According to the Higher Education Law, lecturers at higher education
institutions must be the persons with clear personal records, good
ethical quality, good health under career requirements and specified
professional qualifications. Standard level of lecturers includes:
bachelor’s degree upwards and certificate of pedagogic training for
university and college lecturers; master’s degree upwards for lecturers
involved in teaching special subjects and supervising master’s thesis.
In terms of standard of lecturers at cadre training institutions, it
is defined in the Joint Circular No. 06/2011/TTLT-BNV-BGDĐT
dated 06/6/2011 by the Ministry of Home Affairs and the Ministry of
Education and Training.
2.2.2.3. Tasks of lecturers at cadre training institutions
First, teaching.
Second, scientific and technological research.
Third, management of training, scientific research, Party and
organization works and others.
Forth, learning and qualifications improvement.
2.2.2. Role of theoretical thinking capacity to activities of
lecturers at cadre training institutions
According to the author, Theoretical thinking capacity of
lecturers at cadre training institutions is the dialectical combination
of values and qualities of the subject such as intellectual nature,
creativeness, scientific knowledge, practical experience and scientific
thinking methodology, which provides them with perception capacity
at thinking level and ability to adopt theoretical knowledge into real

teaching, scientific research to meet task requirements of cadre
training institutions. This role includes:
First: Theoretical thinking capacity helps lecturers at cadre
training institutions keep improving their political theoretical level and
professional level.
Second: Theoretical thinking capacity helps lecturers at cadre
training institutions keep training and improving training method.
Third: Theoretical thinking capacity helps lecturers at cadre
training institutions to perform scientific research tasks; complete
quality and pedagogic personality.
Forth: Theoretical thinking capacity enables lecturers at cadre
training institutions to acquire and communicate training program that
meets training demands of relevant persons.
Fifth: Theoretical thinking capacity provides lecturers at cadre
training institutions with opportunities to improve their dialectical
materialism thinking methodology.
2.2.3. Content of improvement of theoretical thinking
capacity of lecturers at cadre training institutions
According to the author’s viewpoint: Improvement of
theoretical thinking capacity of lecturers at cadre training institutions
is the active impact of subjects and self-awareness and activeness of
lectures, which makes components of theoretical thinking capacity of
lecturers be completed; helps lectures at cadre training institutions
complete their tasks. To clarify these contents, the thesis has provided
advanced content and evaluation criteria for theoretical thinking
capacity of lecturers at cadre training institutions as a tool for evaluating
and identifying theoretical thinking capacity of such lecturers.
First, improving theoretical thinking level and professional
level of lecturers at cadre training institutions. This content is
evaluated based on two criteria: professional level and political level.
Second, improving ability to adopt dialectical method into
perception and reality. This content is evaluated based on two criteria:
teaching experience of lecturers and creativeness of lecturers.
Third, improving awareness and attitude of career
development, personal development of lecturers. This content is
evaluated based on three criteria, namely, lecturer’s ability to meet
high standards of teaching, formulation of objectives; close
connection among programs, training special subjects and learning by
cadres; lecturer’s ability to grasp, evaluate and summarize practice.

LECTURERS AT CADRE TRAINING INSTITUTIONS IN
VIETNAM TODAY – REALITY AND REASON
3.1. REAL IMPROVEMENT OF THEORETICAL THINKING CAPACITY OF
LECTURERS AT CADRE TRAINING INSTITUTIONS
3.1.1. Improvement of theoretical thinking level and
professional level of lecturers at cadre training institutions
First, professional and educational level of lecturers.
Second, political thinking level of lecturers.
3.1.2. Improvement of ability to adopt dialectical method
fluently in perception and practice
3.1.2.1. Teaching experience of lecturers
According to the survey conducted at Ho Chi Minh National
Academy of Politics, Cadre Training Institution of the Ministry of
Home Affairs, Le Hong Phong Cadre Training Institution in Hanoi
city, it can be seen that the Institutions have lecturers who have taught
for many years, have abundant teaching experiences, associate theory
with practice, update socioeconomic information and reality of the
world, the country and the locality as well as trainees; thereby making
lectures lively and persuasive. Lecturers have included real
information in their lectures and made trainees realize it in real life or
talked with trainees, pointed out practice of the locality, the country,
finally generalized and clarified theory.
3.1.2.2. Creativeness of lecturers
Before admission, most of the lecturers at Ho Chi Minh National
Academy of Politics, Cadre Training Institution of the Ministry of
Home Affairs,
